Almost any Android app can be submitted on any plan, including native apps, games, and apps built with cross-platform frameworks. WebView apps are fine too. The one exception is a TWA. A Trusted Web Activity (TWA) is an Android app that loads your website full screen through Chrome instead of running the content inside the app itself, and it is what tools like PWABuilder and Bubblewrap produce. We have noticed that most TWA apps get rejected for production access, because Google often does not count tester engagement for them, so we do not accept TWA submissions on any plan.
