Google added this rule in late 2023 as part of a wider push to raise the quality of apps coming from brand-new developer accounts. The thinking is simple: two weeks of genuine daily use by real people surfaces crashes, confusion, and abandoned side projects in a way no automated scan can, so only apps that have already been used by real people reach the public store.

The rule has been softened once since it appeared:

Notice what the policy never mentions: where your testers come from. Google leaves the sourcing entirely up to you, and every one of these routes satisfies the rule equally:

   You upload our testers email list to your app's closed testing track in Play Console, following the short video we share that shows exactly where it goes, and you submit your app link on our website. That is your entire setup, and it takes just a few minutes.

2. Within 6 hoursEvery tester starts

   Every one of our testers downloads your app and starts testing the same day. There is no batch to wait for and no list to slowly fill.

3. Days 1 to 16Daily testing, watched live

A real tester is exactly that: a real person, signed into their own Google account, opening your app on a physical Android phone they actually use. That is the only kind of tester we assign, because it is the only kind that means anything when Google reviews your test.
