Requirements
What Google Play actually asks for before production access.
Personal developer accounts created on or after November 13, 2023 must complete a closed test before requesting production access. Your app needs at least 12 testers opted in for 14 consecutive days. Organizational accounts, and personal accounts created before that date, are exempt.
Google's minimum is 12 testers opted in for the full 14 days, but 12 is a floor, not a target. The production review also weighs how genuinely your testers engaged, so a thin group of exactly 12 leaves no margin if someone goes quiet. We assign 15 testers on Starter and 25 on Pro to keep engagement strong and steady the whole way through.
That is the cutoff Google set for this policy. Personal accounts created on or after that date must complete closed testing first. Accounts created before it, and all organizational accounts, can request production access without it.
Yes. The requirement is per app, not per account. Each new app needs its own 14-day closed test before production access. Once an app has production access, you can update it freely with no further testing.
No. Only the closed testing track counts toward the requirement. Your build has to sit on a closed track with your testers opted in for the full 14 days. Internal and open testing are useful for other things, but they do not satisfy this gate.
Plan for about 16 days end to end. Testers are assigned within 6 hours, the 14-day window runs back to back, and then you submit the production access form. Google usually approves the form within 24 to 48 hours, occasionally up to 7 days.
